I think that these characters would wear these costumes because they are in the desert, obviously a villain as they have guns as props and they need places to keep them on their person. They wear those boots to protect their feet from the hot sand and poisonous animals in the desert.	These characters would wear these sorts of outfits to scare people, as their closed body language and fully clothed body with expensive branded clothes suggest they are part of a gang and those showing off their wealth can sometimes show authority over others.
